Supervisory Contract Specialist

This position serves as the Regional Contracting and Property Management Officer for Interior Regions 3, 4, 5 and reports to the Deputy Regional Director (DRD), Management and Administration. In this role, the incumbent has the overall program leadership responsibility for the Interior Regions 3, 4, 5 acquisition management, charge card program, federal financial assistance, property management, and support services for approximately 63 parks and multiple regional organizations. This position is responsible and accountable for planning, developing, managing, coordinating, and overseeing these programs and activities on a regionwide basis and provides operational support for the Regional Office. Serves as the technical expert for Interior Regions 3, 4, 5 and provides overall program guidance and leadership for all established regional Major Acquisition Buying Offices, Federal Financial Assistance, Fleet and Property Management programs to include advice and policy interpretations on the most difficult contracting and property management questions and issues. The incumbent is the principal technical advisor to the Regional Director, DRD, Management and Administration, and park superintendents on acquisition and property management matters. The incumbent keeps them advised of the current or proposed Federal Acquisition Regulations, Office of Federal Procurement Policy, Departmental and General Services Administration statutory, policy, and procedural requirements having acquisition and property implications. The incumbent represents Interior Regions 3, 4, 5 on NPS committees and may represent he NPS on Departmental committees. The incumbent is also a permanent member of the NPS Acquisition Management Council. Credit will be given for all appropriate qualifying experience. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either full-time (or 40 hours a week) or part-time with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-14 grade level, you must possess at less one full year of specialized experience by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities which demonstrates an in-depth knowledge of (1) preparing solicitation documents; (2) determining responsiveness of bid or proposals; negotiating terms and conditions when appropriate and determining the responsibility of successful offeror; (3) mastery of procurement regulations and contracting principles including the latest procedures and techniques; and (4) setting long range plans and work schedules for staff, ensuring goals are met and adjusting work to achieve goals. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
