Major duties and responsibilities of the position include but are not limited to:
Recruits, orients and retains volunteers for a variety of voluntary functions. Communicates orally and in writing to establish and maintain effective relationships with a wide variety of individuals. Manages all donations (monetary and non-monetary) within guidelines and regulations. Plans and organizes various special events and recognition events for volunteers and Veterans. Communicates and interacts with staff in the Voluntary program, Veterans, families, Medical Center management, VACO officials, Congressional, State and Community officials. Resolves issues as they arise. Interviews, schedules and places new volunteers. Assists administering of the Gifts and Donations Program - accepts and records donations to the facility. Conduct general orientation programs for new volunteers. Maintains General Post Accounts and reconciles with fiscal service. Assist Program Manager / Officer developing recruitment materials, orientation guides, training guides, handbooks, correspondence. Assures adequate on-the-job training is provided. Works with the Program Manager/Officer and staff in the development of new areas for volunteer support Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledgeable with Microsoft Office, Word and Excel programs; working in a fast-paced environment; using a database for tracking information; orientate and retain volunteers; communicate orally and in writing; organization of special events; use of policies, guidelines and medical requirements required for volunteer placement. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR:

Physical Requirements:
The work is partly sedentary; however, it requires considerable walking throughout the facility, and may involve travel by a vehicle outside the medical facility during the day, as well as some evenings and weekends for the purpose of special programs or volunteer recruitment. The work involves writing at a desk, sitting in conferences and meetings, standing, walking, bending, using a small cart, carrying light items, lifting moderate weighty items, and driving an automobile. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
