LEAD MEDICAL SUPPORT ASSISTANT

Duties will include:
Be responsible for the oversight of functions completed daily. Plan and develop the necessary procedures, schedules, and activities to ensure compliance with Department of Veterans Affairs (VA) Central Office Directives. Ensures that workplace issues identified in VACC are carried through to an appropriate resolution and that required reports are submitted in a timely manner. Skilled in project management, time management and process improvement, which includes the ability to develop new or improved solutions to complex technical problems in VACC. Responsible for the day-to-day administration of the assigned VACC functions. Responsible for providing advice regarding staffing and equipment needs. Works closely with Chief, VACC, Assistant Chief, and VACC, VACC Nurse Manager and/or designee to assure standardized practices are being followed. Maintains careful controls in all assigned areas of the sections on work production; establishes priorities, taking into consideration budget limitations, current and future needs, and requirements for training personnel. Changes affecting other sections and services are discussed with superiors. Responsible for the oversight of workload within the section and for the creation and maintenance of employee work schedules. Incumbent reports to the supervisor on employee performance, training needs, and disciplinary issues. Advises the supervisor of any backlog that will require additional manpower or overtime to resolve. As requested by supervisor, provides input and makes suggestions regarding personnel needs, reassignments and/or realignments of assigned workloads. The Lead is responsible for deleting scanning errors upon notification of error. The Lead must be able to interpret and communicate requirements of VACC and assist with on-the-job training for new and current employees. Incumbent will be responsible for ensuring training requirements are met. He/she may be required to develop training materials and continuing education programs. Such requirements include:
Managing consult services assigned per VACC guidelines Determine eligibility for VACC Create authorizations for episodes of care prior to care being received Applying an appropriate cost for obligation management Schedule appointments per the scheduling policy accurately and in a timely manner. All appointments will be made with the patient's input. This may require a high level of coordination to avoid patients having to make multiple calls to the medical center or Non VA provider whenever possible Follow processes for Mission Act Uploading of medical documentation to the portal Daily review of active/pending/scheduled consults for accuracy and disposition Daily review of notifications in Third party Portal Responds daily to notifications in Third party Portal Follow-up for medical documentation once appointments have occurred Scanning of medical documentation for timely closure of consults Completion of provider agreements The Lead functions as an expert MSA and uses their knowledge of the VACC programs to communicate with Non-VA employees, VA staff, veterans, veterans' family, veterans' representatives, third party administrator, and physicians The Lead will remain educated on all policies and procedures pertaining to the local facility Non-VA Care Program, The Mission Act, the VistA application package, HSRM, as well as the national mandates and directives from VA Central Office. The Lead will be responsible for providing guidance to staff members to include changes in policy and procedure. Incumbent will conduct, monitor, summarize data and prepare reports for presentation to medical center staff and management. Evaluates, monitors, reviews trends and reports on data from a variety of sources in relation to VACC. The Lead will assist all staff in VACC unit to ensure timely care for the veterans. Incumbent possesses ability to extract information, generate reports from various databases (ex. FBCS, VistA), and analyze data including a consideration of such issues as applicability, validity, reliability and the quality and characteristics of the data source. Plans for, justifies, tests, assesses, and/or advises about the use of current and future software programs, implement and integrate such products into current VACC processes and recommends changes in policies or procedures. Possesses the ability to delegate, evaluate, organize and oversee people and programs, accomplish program goals and adapts to changing priorities in the VACC section. Incumbent makes assignments that are equitable among employees upon the approval of Chief, VACC or management. Formulates and issues written instructions and procedures and special instructions for non-routine or complex assignments or to clarify published guides. Work Schedule:

Experience. Six months experience of clerical, office, customer service , or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, Education. One year above high school; OR, Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None required. Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, which are a part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) Such employees may be reassigned, promoted, or changed to a lower grade within the occupation.(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.(3) If an employee who was converted to Title 38 hybrid status under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs. English Language Proficiency:
MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation). Grade Determinations:
Lead Advanced Medical Support Assistant GS-7 Experience. One year of experience at the next lower grade level of a Advanced Medical Support Assistant GS-6. The experience would be defined as:
Collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met Independently set priorities and organize work to meet deadlines, ensuring compliance with established procedures, policies and regulations; Communicate tactfully and effectively, electronically, by phone, and in writing, with internal and external customers This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns Acquired advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care. Acquired advanced knowledge of polices and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability etc. Acquired advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians. AND Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff . Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. References:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
