Program Analyst (Portfolio Manager)

This position serves as a planning liaison among the national park units and program managers in the Interior 3,4,5 regional office. The incumbent assists parks in identifying their planning needs and creating projects to seek funding for those needs. The incumbent develops and manages databases to track the production of planning and management documents at the park level. The incumbent also serves as a generalist in the planning program, participating in and coordinating interdisciplinary project teams for multiple projects. Duties will be developmental in nature when filled below the full performance level. All qualifications must be met by the closing date of this announcement-10/26/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either full-time (or 40 hours a week) or part-time with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
1.) participating as a team member on the development of plans and decision making; 2.) contributing to project management and application of tracking systems and tools for projects; 3.) professional knowledge, training and application of planning tools and strategies to support the direction and management of the units of the National Park System, and:
4.) ability to articulate, discuss and develop ideas, goals and objectives with a broad range of stakeholders and customer groups. You must include hours per week worked. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
1.) coordinating the development of plans and decision making documents in compliance with agency law and policy; 2.) experience in project management and application of tracking systems and tools for projects; 3.) expert professional knowledge, training and application of planning tools and strategies to support the direction and management of the units of the National Park System, and:
4.) ability to articulate, discuss and develop ideas, goals and objectives with a broad range of stakeholders and customer groups. You must include hours per week worked. Volunteer
Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
