Supervisory Human Resources Specialist

The Supervisory Human Resource Specialist assists the Senior Strategic Business Partner in a wide variety of functional areas including, but not limited to employee relations consultation; staffing; policy interpretation and implementation; and performance and compensation management consultation. Duties include, but may not be limited to:
Participates in annual budget planning/labor forecasting process; Analyzes trends and metrics to develop solutions; Provides day-to-day consultation to leadership on a variety of actions including employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation; Serves as a key member of committees and activities working directly with leadership to develop a Human Resources (HR) strategy that closely supports local organizational goals; Recommends and implements workforce analytics for the facility and organization including assisting with planning, directing and conducting studies to determine the right size and composition for the workforce to effectively deliver on the mission; Actively participates in recruitment campaigns; job fairs; college relations programs; general networking; etc. to ensure robust candidate pipeline. Supports the succession planning process and coordinates expert services in performing analyses of the workforce to identify succession plan priorities; Ensures leaders and managers assess results and build action plans from employee performance appraisals, proficiencies, competencies and all employee surveys; Coaches employees and managers on the process of resolving and addressing performance gaps; Represents executive leadership as the authoritative spokesperson in dealing with individuals, groups, unions, and supervisors for the purpose of explaining and securing acceptance of leadership's reviews on matters ranging from individual case decisions to those of a precedent setting nature; Serves as an expert agency representative or key witness in third-party proceedings as necessary; Recruits and hires subordinate staff, plans work schedules, develops performance plans and evaluates performance; Performs other duties as assigned. SPECIALIZED
Experience:
Requires one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the Supervisory Human Resources position. To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. Specialized experience includes:
applying a variety of HR principles, concepts, and practices in a medical/healthcare facility; providing consultation services and overseeing a wide spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, education and training, benefits, etc.); communicating verbally and in writing to develop and deliver briefings/reports; assigning and reviewing work of staff. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
