Supervisory HR Specialist - Temporary Promotion NTE 1 Year

The Supervisory Human Resources Specialist (SHRS) reports directly to the Senior Strategic Business Partner (SSBP) in the Strategic Business Unit (SBU). The role of the Supervisory Human Resources Specialist contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives at locations where an SSBP is not located. The SHRS is an experienced local labor market expert advisor to executive leadership on all HR matters at a designated facility. Incumbent will assist the SSBP with who has executed delegated responsibilities for the local labor market in the following functional areas:
employee relations consultation; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; and performance and compensation management consultation.The SHRS will carry out additional responsibilities to include organizational health, employee development initiatives, and training. The SHRS, as part of the SBU, will assist as a strategic advisor between local leadership and the SSBP as well as VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning. The SHRS may be located at a single facility SBU or a multiple facility SBU, but always at a station where a SSBP is not located. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Reviews HR actions for subordinates or peers including ER/LR, Staffing, Benefits, Compensation, etc.; Interprets the national human capital workforce plan and leads the development and implementation of the healthcare system workforce plan; Assists with local strategic direction and coordinates the delivery of HCM services in the areas of talent sustainment, talent development, and performance enhancement to specific needs; and provides expert management consultative service involving the full spectrum of HR functions on highly complex VISN-wide or equivalent issues.
