Civilian Pay Technician

Duties include but are not limited to the following:
Computes and codes pay adjustments (simple to complex) Prepares, analyzes, makes corrections for all required payroll reports and assures timely submission Adjusts leave balances as appropriate Verifies accuracy of withholding amounts from salary, for alimony, child support, garnishments, and bankruptcy as authorized Conducts routine audits Develops and conducts training for Timekeepers, Supervisors/Managers, and employees Responds/communicates difficult/complex issues affecting sensitive employee pay information/actions (i.e. garnishments) Responds to inquiries from employees, supervisors, personnel and payroll offices of other agencies, timekeepers, State Unemployment Office, financial institutions, mortgage companies, Treasury Dept., IRS, Central Office and Labor Unions Assist peers with personnel folder maintenance Handles conflict with peers or customers constructively and appropriately Performs as a team player; providing positive recommendations for solutions to problems Works jointly with others in similar roles across the business/network (VISN/VA) to improve the way business is done Ensures consistent application of pay regulations relating to appointments, promotions, pay adjustments, reassignments, awards and separations Accurately pays employees based on various entitlements relating to tours of duty Accurately pays employees based on occupations/pay system/bonus programs/etc. Accurately deducts for retirement based upon provisions set forth by each plan Work Schedule:

$34,916 - $56,222 To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2020. GS-6Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

GS-6 Specialized Experience Requirement:
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
extracting and entering data from and into a payroll system to obtain/enter time and attendance information for employees; preparing reports, memoranda and data summaries; maintaining files and reference data in an organized manner to facilitate preparation of weekly, monthly, and quarterly activity reports; typing and computer skills that demonstrates proficiency with multiple payroll programs; records, reconciles and balances pay data; processes various, retroactive, corrective and pay affecting actions and providing guidance to employees and supervisors on pay issues. These duties would have been performed under moderate supervision. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The work may require some physical efforts such as standing, walking and bending, sitting or lifting up to 50 lbs. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
