Program Specialist

Duties include:
Develop education and training materials Provide direction for medical benefits Analyze program policy and regulation Participate in the creation of new policy associated with authorizing/processing per diem applications and reimbursements Determine applicability of reimbursement program and initiates recommendations appropriately Provide advice and analysis on all aspects of the SHPDP for the facility Daily operation of the facility's SHPDP program information desk, responding to emails timely and managing a Q & A database Analyze trends and provide recommendations to management on the SHPDP program Perform budget analyzes and project evaluation for SHPDP as well as oversight of eligibility, admissions processes and authorizations Collects data and consolidates information to develop reports to aid in determining budgetary needs, workload and action plans for program initiatives other duties as assigned Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include experience with at least three of the following tasks:
Analyzed and evaluated statistical issues, survey and study methodology to evaluate the operations of a medical clinic; Understanding of computer system applications and data management programs used to administer Fee Basis program; Collaborated orally and in written form in order to interpret Medical Center policies and interpret Federal Regulations, various public laws and State and local laws governing health care; Developed presentation materials using Microsoft Word, Excel and Microsoft PowerPoint and programs for database management applications; Performed administrative support functions to support to include budget for the service line. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.M. or J.D., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination:

Physical Requirements:
No special physical exertion is required; duties are primarily performed while sitting, though some work may require periods of standing. The regular and recurring functions of the position involves sitting at a desk, at conferences, meetings, etc., and sporadic visits to worksites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers. Work Environment:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
