Independent Office of Appeals, HQ, Executive OfficeThe following are the duties of this position at the full working level.
If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Provides in-depth expertise and analysis on various tax issues, practices, and trends, and top-level advice related to short- and long-range program policies, strategies, and objectives for Appeals, to promote and facilitate the implementation of Servicewide priorities and policies and to ensure consistency of approach, technical correctness, and fair and equitable treatment of customers.
Provides expert tax analysis and advice to the Deputy Chief on legislative issues, litigation matters, tax administration priorities and policies, new or revised program priorities, and significant technical issues.
The incumbent provides advice on the most difficult, sensitive, and complex matters that are of high-level importance to the Agency.
As such, the incumbent plays a key role by assisting the Deputy Chief in addressing numerous complex tax issues.
Coordinates on behalf of Appeals with the Office of Chief Counsel on published guidance and other technical tax administration issues.
The incumbent works with the Office of Chief Counsel to develop guidance that reflects Appeals' unique role in tax administration.
Works closely with others throughout Appeals, Services and Enforcement, and elsewhere, as appropriate, to ensure close coordination in the execution of all responsibilities.
Performs other duties as assigned.

The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed.

Experience:
GS-15You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes:
Experience serving in a leadership capacity in the area of tax controversy on major programs, leading organization-wide projects and/or initiatives, making critical decisions that impact an organization or division, or supporting and representing top executive leadership; Experience applying technical expertise to emerging or precedent-setting tax policy issues; Experience analyzing complex matters of fact and law to evaluate litigating positions or develop approaches parties might consider in settling tax controversies; and oral and written communication skills sufficient to develop, persuade and negotiate a wide range of technical and implementation issues; Experience with quantitative and qualitative techniques to lead analyses of interdisciplinary issues.
Federal experience is not required.
The experience may have been gained in the public sector, private sector or Volunteer Service.
One year of experience refers to full-time work; part-timework is considered on a prorated basis.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
